Tim Pape Grills City CTO Regarding IT Contract

I strongly agreed with nearly everything councilman Tim Pape said at tonight’s meeting regarding the IT contract. Pape brought up several good points throughout the discussion but what I’ve highlighted below was a moderately contentious exchange he had with the city’s Chief Technology Officer Clifford Clarke.

In it Pape is bothered by the fact that the council is being asked to approve a contract that isn’t finalized and also tries to get a straight answer about whether or not the selected contractor, ATOS, will be required to keep any of the current personnel.

    Interesting and I’m not sure I accept the answer as finally given. If Bob Smith does job A and Job A is a key position is Bob Smith guaranteed his job? In the end it seems like maybe yes maybe no or maybe for a few months til they can get up and running.

    Non-sequiter but I have to say that I’m amazed at how many times in a few short months that I’ve regretted voting for Liz Brown. Will never happen again!

    That was a mind-numbing exchange.

    I still strongly feel that the City should bring this work in-house. It is apparent that much of the knowledge for the City’s IT system is vested in a few “key employees.”

    It is absurd to put this knowledge into the hands of contractors.

    After all the hubbub of “Brain Drain” and its imminent threat to the future existence of our town, the City ITSELF is going to line up with some guys with a corner office view of Mt. Everest and compromise “key” and/or “critical” local jobs?!!!!! Amazing.

    Cut the IT Directors slot, do away with two or three “consultent” jobs and “in house” starts to look pretty good!
