Buy Local Lacks Council Buy-In

AN ORDINANCE amending Chapter 37, Finance and Revenue of the Fort Wayne Municipal Code of Ordinances that establishes preferences for Indiana Business for the purchases of goods and services by the City of Fort Wayne, Indiana as allowed under I.C. 5-11-15 et seq
Common Council rejected a proposal by Councilwoman Karen Goldner along party lines that would have codified preferences for Indiana businesses within City government when purchasing goods and services.
Council debated the issue for over an hour and Jeff Pruitt will have video available tomorrow.

311 Moves Online

City’s 311 taking service requests online (City)
Residents can report 6 most common problems directly on Web site
Reports of potholes, missed garbage or recycling collection, abandoned vehicles on public or private property, or a streetlight out can be made by clicking on the 311 logo on the homepage of www.cityoffortwayne.org.
“Expanding 311’s services to the City’s Web site is another step to providing open and accessible services for our residents and taxpayers,” said Mayor Henry. “By providing these forms online, we now make 311 services available to people who might not have time to call during the workday or simply prefer to use the Web.”
The Web site will assign a tracking number to online requests. These requests can also be tracked from the site. Reports need to have relevant information to the request including make and color of an abandoned vehicle and its location, street address for potholes and details about a missed garbage or recycling pick-up.
Additional online reporting forms will be made available in the coming months.
Kudos to the City for continuing to expand their online services and presence.

Have A Say On Tax Abatements

The Common Council will not have a regular Council meeting this Tuesday but instead will meet to discuss the issue of tax abatements and the guidelines used to determine their issuance.
A feature of the meeting will be the opportunity for the public to comment on policy issues related to tax abatements:
City Council tackles tax abatement rules (JG)
The two-hour meeting will start with a primer on abatements from city and county economic development staff. Then, council members will discuss their preferred direction for abatements. Finally, Smith said, the floor will be opened to the community for about a half-hour to allow residents to comment.
Smith does not expect the meeting will complete the discussion on the issue, but it should be a good start. He said the council will likely discuss whether the city should even be giving abatements –though it would likely be difficult to stop, he said.

The Open Government Task Force will have its second meeting tonight to discuss current and future progress towards open government goals in Fort Wayne and Allen County.
Recent progress from previous the Task Force meeting includes a proposed ordinance to required posting of public meeting information on the Internet and a consolidated website for public meeting information for all local governmental units.

IPFW Student Dead Day Of Chelsea Visit

Stabbing killed IPFW student (JG)
“An IPFW student found dead in a Waterfield Campus apartment Friday morning bled to death, according to the Allen County coroner’s office.
The death of Liette N. Martinez, 22, of Las Cruces, N.M., was caused by a stab wound and was ruled the county’s 13th homicide in 2008 after an autopsy Saturday morning.”

“Although few details are available, police said they got a 911 call at 11:48 a.m. Friday to 4110 Crescent Ave., Building H.
A roommate came home to her fourth-floor apartment and found her roommate unresponsive. Paramedics determined she was dead when they arrived, police said.
Police locked down the fourth floor, as students continued to come and go from other floors and buildings in the complex.”

Police death investigation going on at IPFW dorms (NS)
“Numerous students heard a woman come out of the room screaming that her roommate was dead and there was lots of blood.
IPFW spokeswoman Susan Alderman said Friday afternoon and evening classes had been cancelled in light of the incident.”

Moving Beyond Harrison Square

Come to the library on Wednesday, April 16 at 6 PM for an urban design lecture and panel discussion about development in the area around Harrison Square and beyond.
The event is entitled “ Beyond the Square” and will feature Professor Philip Bess of Notre Dame, an expert in neighborhood ballpark design.
No matter what your personal opinion may have been of Harrison Square, the majority of us want to see downtown thrive, especially after the investment that has now been made.
Professor Bess’ lecture and subsequent panel discussion with experts from Ball State’s College of Architecture and Planning will help to guide discussions in Fort Wayne about how future development should look and function.
The event is free and open to the public and will be held in the basement auditorium of the library.

AN ORDINANCE amending Chapter 38 City Policies, of the City of Fort Wayne Code of Ordinances
Provide electronic access public notice made available on the internet
The ordinance, being introduced by Councilman Mitch Harper, is listed under both the Committee Session and Regular Session agendas. This means that Council will discuss the ordinance in Committee first, discussing the language, hashing out any changes and speaking to the merits of the proposed legislation.
The ordinance will then be taken up later during the Regular session of the Common Council at which point a decisive vote will likely be taken.
